The Bougainville Women’s Federation (BWF) has taken a significant step towards strengthening its monitoring and evaluation (M&E) capabilities with a workshop held from August 20th to 22nd. This workshop focused on the development of a comprehensive and strategic (MERLA) Framework Workplan for BWF.

The workshop, a key initiative under the Bougainville Partnership Strongim Meri Bougenvil Program funded by the governments of Australia and New Zealand. The primary objective was to create a MERLA Framework Workplan aligned with the BWF Strategic Plan 2023-2027. This strategic alignment ensures that the organization's M&E practices are directly contributing to its long-term goals.

Participants engaged in a series of informative sessions aimed at deepening their understanding of M&E. Key activities included:

- Defining Monitoring and Evaluation: Attendees clarified the fundamental concepts of monitoring and evaluation, distinguishing their roles and importance within the organization.

- Evaluating Current Reporting Mechanisms: The workshop reviewed existing reporting processes to identify areas for improvement and to enhance data accuracy and transparency.

- Data Management: There was a focus on current data storage practices, addressing how data is recorded, stored, and retrieved to ensure efficiency and reliability.

- Developing the Workplan: A significant portion of the workshop was dedicated to developing the MERLA Framework Workplan. This included setting clear objectives, defining performance indicators, and outlining methods for ongoing assessment and adaptation.

The workshop is a crucial component of BWF’s efforts to improve its program outcomes and impact. By adopting a structured and strategic approach to monitoring and evaluation, it aims to enhance its ability to track progress, measure success, and adapt strategies as needed.

Having a robust M&E framework and Plan aligned with the Bougainville Women's Strategic Plan 2023-2027 is essential for ensuring that the BWF’s initiatives are well-coordinated, impactful, and accountable. It enables effective management of resources, informed decision-making, and ongoing improvement, ultimately contributing to the successful achievement of strategic objectives and long-term sustainability.
