Strengthening Transparent and Accountable Governance




On the 1st of May 2024, Bougainville Women’s Federation and the Nazareth Centre for Rehabilitation attended a workshop hosted by the Autonomous Bougainville Government on “Strengthening Transparent and Accountable Governance” as part of our government’s efforts enhancing transparency and accountability. This workshop was supported by European Union and signifies a crucial step in Bougainville’s journey towards establishing a robust framework in preparation for its political aspirations for independence”.The ABG Deputy Chief Secretary, Operations Ms Esther Usurup, in her opening remarks stating;


“Today, we gather to address a critical facet of governance that resonates deeply within the fabric of society – Integrity, Transparency and Accountability (ITA). As we navigate the complexities of modern governance, the significance of upholding ITA systems and practices cannot be overstated. They serve as the guarding light that ensures the government remains accountable to its citizens, operates with transparency and upholds the highest standards of integrity.”




She further highlighted in her speech; “Why are these principles so vital, particularly in Bougainville? First and foremost, integrity is the cornerstone of effective governance that encompasses honesty, ethical conduct and adherence to moral principles. Bougainville, is a region striving for stability and prosperity, integrity within the government is non-negotiable. Its builds trust between the government and its people, fostering a sense of confidence that their interests are being served with sincerity and fairness. In achieving and maintaining strong ITA System and practices is no easy feat” Ms Usurup said; “it requires unwavering commitment, concerted efforts and a collective resolve to prioritize the common good over personal gain. It demands the implementation of robust mechanisms for oversight, the enforcement of strict codes of conduct and cultivation of a culture that values integrity.”


The workshop was attended by heads of departments from the governance sector, members of the Bougainville Police and Courts and leaders representing the civil society organizations.
